Yes, with most video sensors (including GoPro) the different parts of the image are actually exposed at different times, generally from left to right, top to bottom. When there is a lot of movement in the scene, it can cause aliasing. This is also the cause of the "Jello effect" on the GoPro in high vibration shooting.
